Establishing a consensus and cooperation by building partnerships that allow the development of a consistent revitalization program and permit the emergence of effective management and advocacy of the business district. Diverse groups - city officials, merchants, property owners, investors, bankers, chamber members, redevelopment agencies, civic leaders, private citizens, students and others - must work together to improve the business district. Successful revitalization of the district enhances the community for the benefit of all.
